LINYI, China – 21 April 2026 – Opportunity awaits those who act. That was the resounding message at the China (Linyi)–Uganda Trade and Investment Symposium, where senior Ugandan diplomats, Linyi officials, and dynamic enterprises turned strategic dialogue into concrete trade and investment commitments.
High-Level Opening
The Ugandan delegation was led by H.E. Maj Gen (Rtd) Muheesi Geoffrey Baraba, Deputy Head of Mission of Uganda to China, accompanied by Counselor Ssempa Mwesige Bernadette. Linyi was represented by Deputy Director Zhuang Jincai of the Linyi Municipal Bureau of Commerce and Hao Aijun, President of Shandong Zhongyang Industrial Group and Vice President of the Linyi Overseas Investment and Economic Cooperation Association.
Linyi and Uganda: A Perfect Match
In her opening address, Hao Aijun positioned Linyi as a proven investment partner – a national logistics and manufacturing powerhouse – with Uganda as the gateway to East Africa's 300-million-person market.

Uganda's Investment Treasures
H.E. Maj Gen (Rtd) Muheesi Geoffrey Baraba unveiled compelling opportunities for Linyi enterprises:
· Minerals: Gold, limestone, iron ore, rare earths – ready for exploration and processing.
· Oil & Gas: Pipeline construction, refinery development, and downstream industries.
· Fertilizer Production: Local manufacturing to boost agriculture.
· Coffee Processing: Direct supply chains to China from a leading African exporter.
Crucially, the Deputy Head of Mission reminded investors that effective 1 May 2026, China grants 100% tariff-free access for Ugandan exports. This landmark preference gives Linyi traders and investors a powerful competitive edge – enabling direct sourcing, processing, and re-export to the Chinese market at zero duty.
The Crown Jewel: Kabalega Industrial Park (KIP)
The Deputy Head of Mission then showcased KIP – a massive 29.57 sq km (7,307 acres) special economic zone in Western Uganda. This integrated industrial ecosystem offers six investment pillars:
1. Petroleum & Petrochemicals – Refining, fertilizer, polymers, bulk storage, and midstream/downstream oil & gas.
2. Downstream Manufacturing – Plastics, packaging, automotive parts, textiles, and assembly plants.
3. Agro-Industrial Processing – Food processing, cold chain logistics, and export-oriented agriculture.
4. Logistics & Commercial Services – Warehousing, distribution, retail, hospitality, and trade support.
5. ICT & Business Support – Digital services, BPO, finance, and a One-Stop Centre for investors.
6. Residential & Social Infrastructure – Housing, schools, technical institutes, and healthcare.

Next Stop: Uganda Oil & Gas Convention
In a landmark announcement, the Association confirmed a high-level Linyi delegation will attend the Uganda Oil and Gas Convention on 28–29 April 2026 at Speke Resort Munyonyo, Kampala, to engage with government ministries, tour infrastructure, and identify joint venture opportunities.

Matchmaking in Action
Participating Linyi enterprises included Shandong Zhongyang Industrial Group, Linyi Zhongzhi, Linyi Aodewode, Shandong Shengya Machinery, Shandong Haodoubao, Shandong Fanyang, and Aode Group – alongside Linyi's trade service stations in Morocco, Kenya, and Nigeria.
Key Outcomes
Both sides committed to: (1) immediate follow-up on KIP and sectoral investments; (2) Linyi delegation to the Oil & Gas Convention; (3) a permanent Linyi–Uganda trade and investment desk; and (4) a Ugandan trade mission to Linyi by December 2026.
