African Ambassadors in China End Strategic Retreat with Bold Plan to Leverage China’s 100% Tariff-Free Offer

Beijing, 24 April 2026 — African Ambassadors accredited to the People’s Republic of China have concluded a high-level Strategic Retreat in Beijing, committing to a unified and results-driven approach to leverage China’s landmark decision to grant 100% tariff-free market access to African exports effective 1 May 2026.

Convened by the African Union (AU) Permanent Mission to China, the retreat brought together the Group of African Ambassadors in China (GAAC), the African Continental Free Trade Area (AfCFTA) Secretariat, the African Union Development Agency–New Partnership for Africa’s Development (AUDA-NEPAD), and senior representatives from key Chinese institutions including the Ministry of Commerce of the People’s Republic of China (MOFCOM).

The Uganda delegation was led by Ambassador Maj. Gen. (Rtd.) Geoffrey Muheesi Baraba, Deputy Head of Mission, Beijing, accompanied by Ms. Bernadette Mwesige Ssempa, Counsellor.

A Strategic Inflection Point for Africa

The retreat recognized the zero-tariff offer as a transformational opportunity to reshape Africa–China trade relations. However, participants emphasized that market access alone is not sufficient to drive industrialization. Instead, Africa must strengthen production capacity, meet international standards, improve logistics, and mobilize trade finance.

With China–Africa trade reaching approximately USD 348 billion in 2025, the need to address structural imbalances—particularly Africa’s continued reliance on raw material exports—was strongly underscored.

Key Outcomes and Institutional Actions

The retreat agreed on a set of concrete measures to ensure coordinated implementation:

* Establishment of a FOCAC Africa Zero-Tariff Think Tank to guide policy and strategy
* Creation of a Joint Coordination Team between AUDA-NEPAD and AfCFTA to operationalize the initiative in line with Agenda 2063
* Launch of a China-Dedicated Desk within AUDA-NEPAD to strengthen Africa–China engagement
* Enhanced AU support to national industrialization policies across Member States
* Agreement to strengthen direct engagement between China and African Ambassadors in Beijing to improve coordination and delivery

Africa’s Strategic Direction

The retreat adopted a clear strategic direction anchored on:

* Speaking with one unified African voice
* Transitioning from raw exports to value-added production
* Strengthening regional value chains under AfCFTA
* Enhancing market intelligence and export readiness
* Investing in industrial parks, Special Economic Zones, and infrastructure connectivity
* Accelerating African integration, including free movement of goods and people

Participants emphasized that the zero-tariff offer is time-sensitive and must be utilized urgently to avoid missed opportunities.

Call to Action

African Ambassadors called on Member States, private sector actors, and development partners to act decisively to:

* Scale up production and industrial capacity
* Improve standards and certification systems
* Mobilize financing for exporters, especially Small and Medium Enterprises (SMEs)
* Strengthen logistics and trade facilitation systems

The retreat concluded with a strong commitment to transform the zero-tariff initiative into a practical driver of Africa’s industrialization and economic transformation.

The African diplomatic corps in Beijing reaffirmed its readiness to play a proactive role in facilitating partnerships, mobilizing investments, and ensuring effective implementation.
